1. “2018 Substantive Review Draw for Property Declaration on Public Servants“ information:

The Ministry of National Defense conforms to the regulations of “Property Declaration Information Review and Enquiry Method for Public Servants” and conducted a public “2018 Substantive Review Draw for Property Declaration on Public Servants Press Conference” today (21^st); the press conference was hosted by Admiral Shen, Yi-ming - Vice Minister of Ministry of National Defense, and was joined by lieutenant general Xu, Yan-pu - Army Administrative Deputy Ministry, Vice Admiral Gao, Jia-bin – inspector general, Xu, Zhi-yun – director of Civil Service Ethics Office, major general Hu – Military Discipline Inspection Division, and on-site reporters to draw out 288 individuals among 2865 monitored declarants from the Republic of China Armed Forces through a computer operating system to implement substantive reviews, and 6 individuals were drawn among the 288 individuals to implement comparison for the declared information between the previous year and the current year. The ministry hopes that administrative transparency was demonstrated through a public and fair lottery procedure.

In his speech, Admiral Shen Yi-ming - Vice Minister of Ministry of National Defense stated that “in order to implement the governance goal of “Anti-corruption, Clean Government”, the ministry convenes a press conference annually where relevant superiors, supervisors, and on-site reporters are gathered together and observe as the computer randomly draws out the targets for substantive review.”

Since the announcement and implementation of Property Declaration Act in 1993, all declarants from the Republic of China Armed Forces have been able to finish declaration within the time limit, and the online declaration rate has reached 100%; in addition, in order to simplify the declaration procedure, the Ministry of National Defense has been actively encouraging brothers in arms to authorize the functional platform of the Ministry of Justice to conduct property enquiry, with the authorization rate increasing from 39.5% in 2018 to 91.5%, which fully demonstrates the Armed Forces’ execution capability of “Always Deliver” and received high recognition from the outside world. Lastly, Vice Minister Shen emphasized that integrity and military discipline are both criterion for dealing with affairs during the military career, which require a long period of accumulation for them to be integrated into the heart of each Armed Forces personnel, hence everyone should follow the regulations of property declaration in order to implement the foundation engineering of an incorrupt government; the vice minister hereby urges all Armed Forces personnel to follow the requirements of laws and regulations during any situation in order to demonstrate Armed Forces’ demeanor of “Integrity and Self-restraint, Administration by Law”.

2.“2019 Regular Service Military Training Admission Planning Explanation” information:

1. 2019 Acquired Number of People

According to the statistics provided by the National Conscription Agency, Ministry of the Interior, there are 108,000 servicemen in 2019; with the number of people divided into stages during summer this year, and the deduction of servicemen who have finished training in advance, who are in alternative military service, who are in replacement military service, and who are in voluntary military service, the total number of servicemen planned to be included in the regular service military training comes to 83,600.

2. Admission Unit and Quantity:

Trainings are conducted by 29 units including “Army New Recruit Training Brigade”, Southern (Northern) Training Center, Corps Cadre Training Class (including offshore islands), Navy and Marine Corps New Recruit Training Center, Military Police New Recruit Training Center, and reserve Northern, Central, Southern Region Enlisting Center”, with an annual admission quantity reaching 87,840 individuals, and satisfying the entry requirements of 83,600 servicemen.

3. Convenience-for-people Measures:

(1) Continuation of the “Stages during Summer” convenience-for-people measure allows servicemen to enter camps and begin their military service in advance during the summer holiday (4250 individuals); the training remains to be 2 years with 8 weeks each.
